The announcement was made by Madrid's Deputy Housing Minister, José María García Gómez, at a real estate legal conference. He said the aim is to improve the quality and legal security of property transactions.
He explained that while almost anyone can help sell a property, not everyone has the knowledge to handle the legal side of a sale properly. Buying a home is one of the biggest financial decisions people make, so professional standards are important.

If the new law is approved, Madrid will join other regions, such as Catalonia, where registration is already compulsory for real estate agents. This would bring one of Spain's largest property markets under professional regulation.
